Though one could not exhaustively and conclusively define all the attributes of an information/knowledge society, it seems Uganda has made commandable strides to such society. One of the prerequisites of such society is a corps of well-educated, trained and experienced information professionals to manage information and knowledge effectively in that society. Furthermore, the corps must perform professionally and ethically at all times. To fulfill this, an Information Code of Ethics is required. However, Uganda has as yet to establish an ICE (...) because of some reasons. These reasons are outlined in the paper. The ICE has two as-pects: theory and practice. These concepts are explained and related. The LA and the Chartered Institute of Library and Information Professions formerly the LA are studied as living examples. The provisions of these ICEs are briefly explained. In view of the past experience a process of establishing an IME for Uganda is considered. The paper concludes with an outline of the content of an IME for Uganda. (shrink)

John Locke's earliest significant publications appeared between 1686 and 1688 in the Bibliothèque universelle et historique. They were a translation of his New Method of a Commonplace Book, an abridgment of his (as yet unpublished) Essay Concerning Human Understanding, and two reviews, of a medical work by Robert Boyle, and Isaac Newton's Principia. It is likely that he contributed some other book reviews, but these cannot now be identified. An examination of surviving copies of the Bibliothèque universelle et historique (...) shows that it had a very complicated printing history, and both the volumes (tom. 2 and tom. 8) that certainly contain items by Locke were reprinted on several occasions, in some cases in editions that probably have false dates and imprints. Though this article concentrates mainly on the two volumes known to contain material by Locke, a preliminary survey of entire printing history of the journal has also been made, with the results presented in tabular form in Appendix I. Ma and Sun have recently argued that some forms of insider trading are ethically acceptable. We argue that the authors fail to prove three key premises of their argument, which is therefore unsound.

This paper discusses the logical space of alternative conceptual engineering projects, with a specific focus on (1) the processes, (2) the targets and goals, and (3) the methods of such projects. We present an overview of how these three aspects interact in the contemporary literature and discuss those alternative projects that have yet to be explored based on our suggested typology. We show how choices about each element in a conceptual engineering project constrain the possibilities for the others, thereby giving (...) rise to distinct groupings of possible projects under the banner of conceptual engineering. We conclude with a critical reflection on the potential ethical issues that arise as a result of effectively putting conceptual engineering into practice. (shrink)

Resumo "O candomblé aceita o homossexualismo porque é uma religião que não tem pecado. Não interessa se você seja homem, mulher ou gay. Não importa a opção sexual. (...) Você pode ver. É uma religião de homossexuais". É assim que um filho-de-santo responde a uma pergunta sobre a notável presença de homossexuais iniciados na religião dos orixás. Se comparadas a outras denominações hostis e indiferentes às orientações não-heterossexuais, o candomblé e outras devoções afro-brasileiras são, de fato, mais tolerantes à participação (...) de homossexuais, permitindo-lhes ocupar todos os postos previstos na hierarquia ritual. It does not matter whether you are a man, a woman or gay. Your sexual choice does not matter. [...] You can see it. It is a religion of homosexuals." This is how a filho-de-santo answers a question about the remarkable presence of homosexuals initiated into the orixás ' religion. If compared to other denominations, hostile or indifferent to nonheterosexual orientations, candomblé and other Afro-Brazilian religions are indeed more tolerant to the participation of homosexuals, allowing them to hold all positions in the ritual hierarchy. However, based on the literature and on a field research carried out in the São Paulo metropolitan region, we realized that those affiliated to candomblé , although following one of the religions with the lowest degree of prejudice against individuals due to their sexual preference, also employ in their discourse arguments or mythical narratives, secular principles and values articulated with Christian morality, which support the sex/gender hierarchy: according to some priests, man/woman and male/female categories must correspond to the social expectations of each sexual being. Thus, on the contrary, approaching homosexuality in Afro-Brazilian religious communities is a delicate and restricted matter, surrounded by taboos. We conducted a scoping review to ascertain the landscape of ethics regulations for AD/ADRD research in Africa using Arksey and O'Malley's framework. We sourced regulations from the International Compilation of Human Research Standards. We included regulations from 14 countries published between 1997 and 2020. Provisions in the regulations applicable to research in AD/ADRD were part of broader sub-provisions for research such as with persons under legal disability. Regulations mostly required the appointment of Legally Authorised Representatives, as a major protection for (...) persons with AD/ADRD. Provisions supporting capacity assessment and advance directives were only provided in regulations from five and two countries respectively. No regulation cited the Convention on the Rights of Persons with Disabilities as a foundational instrument for its provisions. In conclusion, regulations specifically applicable to research among AD/ADRD or other cognitively impaired persons in Africa are scarce and provisions in existing regulations mostly lack specificity for practical implementation. Conceptual engineering is the method for assessing and improving our concepts. However, little has been written about how best to conceive of concepts for the purposes of conceptual engineering. In this paper, I aim to fill this foundational gap, proceeding in three main steps: First, I propose a methodological framework for evaluating the conduciveness of a given concept of concept for conceptual engineering. Then, I develop a typology that contrasts two competing concepts of concept that can be used in conceptual (...) engineering — namely, the philosophical and psychological ones. Finally, I evaluate these two concepts of concept using the proposed methodological framework and I show that, when it comes to making conceptual engineering an actionable method, the psychological concept of concept outclasses its philosophical counterpart on all counts. This provides a baseline from which the concept of concept can be further improved for the purposes of conceptual engineering. (shrink)

This paper explores the important role of critical science, and in particular of post-colonial and decolonial theories, in understanding and shaping the ongoing advances in artificial intelligence. Artificial intelligence is viewed as amongst the technological advances that will reshape modern societies and their relations. While the design and deployment of systems that continually adapt holds the promise of far-reaching positive change, they simultaneously pose significant risks, especially to already vulnerable peoples. Values and power are central to this discussion. Decolonial theories (...) use historical hindsight to explain patterns of power that shape our intellectual, political, economic, and social world. By embedding a decolonial critical approach within its technical practice, AI communities can develop foresight and tactics that can better align research and technology development with established ethical principles, centring vulnerable peoples who continue to bear the brunt of negative impacts of innovation and scientific progress. We highlight problematic applications that are instances of coloniality, and using a decolonial lens, submit three tactics that can form a decolonial field of artificial intelligence: creating a critical technical practice of AI, seeking reverse tutelage and reverse pedagogies, and the renewal of affective and political communities. The years ahead will usher in a wave of new scientific breakthroughs and technologies driven by AI research, making it incumbent upon AI communities to strengthen the social contract through ethical foresight and the multiplicity of intellectual perspectives available to us, ultimately supporting future technologies that enable greater well-being, with the goal of beneficence and justice for all. Conceptual engineering is the method for assessing and improving our representational devices. On its ‘broad-spectrum’ version, it is expected to be appropriately applicable to any of our representation-involving cognitive activities, with major consequences for our whole cognitive life. This paper is about the theoretical foundations of conceptual engineering thus characterised. With a view to ensuring the actionability of conceptual engineering as a broad-spectrum method, it addresses the issue of how best to construe the subject matter of conceptual engineering and successively (...) defends the theses that conceptual engineering should be: (i) About concepts, (ii) psychologically theorised, (iii) as multiply realised functional kinds. Thereby, I claim to theoretically secure and justify the maximum scope, flexibility, and impact for the method of conceptual engineering on our representational devices in our whole cognitive life—in other words, a broad-spectrum version of conceptual engineering. We present a novel model of individual people, online posts, and media platforms to explain the online spread of epistemically toxic content such as fake news and suggest possible responses. We argue that a combination of technical features, such as the algorithmically curated feed structure, and social features, such as the absence of stable social-epistemic norms of posting and sharing in social media, is largely responsible for the unchecked spread of epistemically toxic content online. Sharing constitutes a distinctive communicative act, (...) governed by a dedicated norm and motivated to a large extent by social identity maintenance. But confusion about this norm and its lack of inherent epistemic checks lead readers to misunderstand posts, attribute excess or insufficient credibility to posts, and allow posters to evade epistemic accountability—all contributing to the spread of epistemically toxic content online. This spread can be effectively addressed if people and platforms add significantly more context to shared posts and platforms nudge people to develop and follow recognized epistemic norms of posting and sharing. An international legal agreement governing the global antimicrobial commons would represent the strongest commitment mechanism for achieving collective action on antimicrobial resistance (AMR). Since AMR has important similarities to climate change—both are common pool resource challenges that require massive, long-term political commitments—the first article in this special issue draws lessons from various climate agreements that could be applicable for developing a grand bargain on AMR. We consider the similarities and differences between the Paris Climate Agreement and current governance structures for (...) AMR, and identify the merits and challenges associated with different international forums for developing a long-term international agreement on AMR. To be effective, fair, and feasible, an enduring legal agreement on AMR will require a combination of universal, differentiated, and individualized requirements, nationally determined contributions that are regularly reviewed and ratcheted up in level of ambition, a regular independent scientific stocktake to support evidence informed policymaking, and a concrete global goal to rally support. I propose an account of probability in the Everett interpretation of quantum mechanics. According to the account, probabilities are objective chances of centered propositions. As I show, the account solves a number of problems concerning the role of probability in the Everett interpretation. It also challenges an implicit assumption, concerning the aim and scope of fundamental physical theories, that is made throughout the philosophy of physics literature.

I formulate a theory of groups based on pluralities and counterparts: roughly put, a group is a plurality of entities at a time. This theory comes with counterpart-theoretic semantics for modal and temporal sentences about groups. So this theory of groups is akin to the stage theory of material objects: both take the items they analyze to exist at a single time, and both use counterparts to satisfy certain conditions relating to the modal properties, temporal properties, and coincidence properties of (...) those items. Recent empirical work suggests that emotions are responsible for anti-consequentialist intuitions. For instance, anger places value on actions of revenge and retribution, value not derived from the consequences of these actions. As a result, it contributes to the development of retributive intuitions. I argue that if anger evolved to produce these retributive intuitions because of their biological consequences, then these intuitions are not a good indicator that punishment has value apart from its consequences. This severs the evidential connection between retributive (...) intuitions and the retributive value of punishment. This argument may generalize to other deontological intuitions and theories. More scholars are producing excellent works in this area than ever before. A large part of this health is due to scholars whose primary training is not in philosophy, such as historians of (...) political thought or literature (hereafter: historians). The dictionary being reviewed here is a case in point, a production of more than ninety scholars of whom the overwhelming majority are not formally trained philosophers.The dictionary consists of about 400 entries, alphabetically from Isaac Abendana (d. 1699) to Richard Zouche (1590-1661) and chronologically from John Case and Richard Hooker, both of whom died in 1600, to Richard Mead (1673-1754). As this list indicates, the general editor construed "philosopher" very broadly, too broadly, I think. There should be no objection to including scientists like Robert Boyle and Newton, theologians like William Chillingsworth and Henry Hammond, and poets like Andrew Marvell and John Milton, each of whom wrote some works with philosophical import. But Ralph Bathurst, a physician, comes no closer to being a philosopher than being "an early admirer of Hobbes's scientific work and [having] contributed some enthusiastic Latin verses to the latter's Humane Nature (1650)" (75a). Likewise Richard Barckley (fl. 1598), about whose life virtually "[n]othing is known" and whose sole book may be described as consisting of "meatpies stuffed with commonplaces"—Montaigne's phrase—does not deserve inclusion (55a, 56a). (Jill Kraye, the author of the article, serves Barckley very well.)Ramist logicians "are largely excluded... [because] they tended to assimilate logic to rhetoric and to limit it to the orderly exposition of what is already known" (p. x). Also included are the Czech John Comenius (1592-1670), the Dutchman Franciscus Mercurius van [End Page 598] Helmont (1614-98), and the Venetian Marc Antonio De Dominis (1560-1624), as they should, because of their influence on British thought or sometime residence. By the same token, Hugo Grotius should have an entry; but he does not.An average of two pages each is devoted to six women, Mary Astell, Catherine Cockburn, Ann Conway, Margaret Cavendish, Jane Lead, and Damaris Cudworth Masham. According to the Best System Account of lawhood, laws of nature are theorems of the deductive systems that best balance simplicity and strength. In this paper, I advocate a different account of lawhood which is related, in spirit, to the BSA: according to my account, laws are theorems of deductive systems that best balance simplicity, strength, and also calculational tractability. I discuss two problems that the BSA faces, and I show that my account solves them. I also use my account (...) to illuminate the nomological character of special science laws. (shrink)

Several strands of contemporary cognitive science and its philosophy have emerged in recent decades that emphasize the role of action in cognition, resting their explanations on the embodiment of cognitive agents, and their embedding in richly structured environments. Despite their growing influence, many foundational questions remain unresolved or underexplored for this cluster of proposals, especially questions of how they can be extended beyond straightforwardly visuomotor cognitive capacities, and what constraints the commitment of embodiment places on the ontology of explanations. This (...) special issue aims to contribute to these foundational debates by drawing on important precursors to embodied cognition in mid-twentieth century gestalt psychology, its immediate successor ecological psychology, and their dialectical counterpart, phenomenology. Gestalt psychologists and phenomenologists wrestled with many of the same foundational questions that still haunt us today, in a manner that seems refreshing in hindsight, and poised to contribute constructively to contemporary debate. Looking back on this history reveals deep commonalities across competing embodied approaches, exposing fundamental tensions that remain unresolved, but also paving the way to a more ecumenical and conciliatory embodied cognitive science. This paper outlines and defends a novel position in the color realism debate, namely structural realism. This position is novel in that it dissociates the veridicality of color attributions from the claim that physical objects are themselves colored. Thus, it is realist about color in both the semantic and epistemic senses, but not the ontic sense. The generality of this position is demonstrated by applying it to other “secondary qualities,” including heat, musical pitch, and odor. The basic argument proceeds by (...) analogy with the theory of measurement. I argue that perceptual experiences are analogous to numerical structures in that they are suitable for measurement, but only report measured values after they have been linked to states of a measurement device via calibration. Since the calibration of our sensory apparatus varies with context, it is inappropriate to identify specific experiences with specific properties in the world. Rather, it is structural relations between possible experiences which represent relations between possible external properties, and it is at the level of these structural relationships that veridicality is appropriately assessed. Schopenhauer repeatedly claims that all pleasure is negative, and this view seems to play key roles throughout his work. Nonetheless, many scholars have argued that Schopenhauer actually acknowledges certain positive pleasures. Two major arguments have been offered for this reading, one focused on the link between Schopenhauer's view of pleasure and Plato's, and one focused on Schopenhauer's distinction between two components of aesthetic pleasure. I argue that neither way of motivating the positive pleasure reading succeeds. Both overlook a key aspect (...) of Schopenhauer's account: namely, his suggestion that there are two distinct kinds of negative pleasure, pleasures of satisfaction and pleasures of distraction. When Schopenhauer claims that all pleasure is negative, he means it. (shrink)

Mill defines utilitarianism as the combination of a “theory of life” and a moral claim: only pleasure and freedom from pain are desirable as ends, and the promotion of happiness is the sole goal of moral action. So defined, utilitarianism is open to ad hominem pessimistic objection: a “theory of life” which entails the impossibility of happiness fits poorly with a morality centered on its promotion. The first two challenges Mill confronts in Utilitarianism share this pessimistic structure. Interestingly, however, these (...) challenges paint inverted pictures of the best utilitarian life: one suggests this life is satisfying but ignoble, the other that it is noble but unsatisfying. I explain Mill's treatment of both challenges as genuinely pessimistic interpretations of utilitarianism's “theory of life.” Read through the lens of Mill's engagement with pessimism, these challenges point to distinctive conceptions of dignity and satisfaction that play a significant role in Mill's ethics. If a proposition is typically true, given your evidence, then you should believe that proposition; or so I argue here. In particular, in this paper, I propose and defend a principle of rationality---call it the `Typical Principle'---which links rational belief to facts about what is typical. As I show, this principle avoids several problems that other, seemingly similar principles face. And as I show, in many cases, this principle implies the verdicts of the Principal Principle: so ultimately, the Typical Principle (...) may be the more fundamental of the two. (shrink)

Instances of the law of large numbers are used to model many different physical systems. In this paper, I argue for a particular interpretation, of those instances of that law, which appeals to typicality. As I argue, the content of that law, when used to model physical systems, is that the probability of an event typically—rather than probably—approximates the frequency with which that event occurs.
